The practical advice offered derivatives from the author’s experience of heading an anticorruption agency and subsequently working as an anticorruption consultant in some forty-eight countries in Africa, Asia, Eastern Europe and Latin America.
Bertrand de Speville is an English barrister who served as Solicitor General of Hong Kong and as Commissioner of the Independent Commission Against Corruption in the years leading to the return of Hong Kong to China. Back in London, where he is based, he became the adviser to the Council of Europe’s Multidisciplinary Group on Corruption from 1997 to 2003 and has been engaged by a number of international development institutions. |
