Tempurung Guides

In a nutshell...

To advance its objective of educating and encouraging discussion, REFSA has established itself as a political literature publishing house, having published a number of highly reviewed books. REFSA has now embarked on its first range of books: the Tempurung Guides.

The name of the guides is taken from the Malay proverb “seperti katak di bawah tempurung” (like a frog beneath a coconut shell) which is an analogy for a sheltered or naive person. The Tempurung Guides aims to uncover the coconut shell and explain the facts of the institutions and issues that beset government and society in a simple and straightforward manner.

The first book in the guides uncovers and deconstructs the Malaysian Budget and is entitled The Budget: How the Government is Spending OUR Money.

Story of Lim Guan Eng
This book tells the story of the current Chief Minister of Penang, Lim Guan Eng, a man jailed twice in his political career for reasons that some believe fulfilled the ruling party's political agenda. In a video interview, Lim looks back at the significant events that led him and his family to where they are today. A free DVD is included with the book as a value-added visual record for leaders.

Overcoming Corruption: The Essentials
This book is intended to help policymakers who feel the need to know the basics of tackling corruption. It is being published for the first time in Asia.

The seven essentials – from ‘Political Will’ to ‘Measuring Progress’ – are described clearly and concisely. The practical advice offered derivatives from the author’s experience of heading an anticorruption agency and subsequently working as an anticorruption consultant in some forty-eight countries in Africa, Asia, Eastern Europe and Latin America.

Bertrand de Speville is an English barrister who served as Solicitor General of Hong Kong and as Commissioner of the Independent Commission Against Corruption in the years leading to the return of Hong Kong to China. Back in London, where he is based, he became the adviser to the Council of Europe’s Multidisciplinary Group on Corruption from 1997 to 2003 and has been engaged by a number of international development institutions.
